Objetive 1 Establish mechanisms for the portability of social security entitlements and earned benefits

 

 

Social protection policies can help achieve greater equality by supporting the most vulnerable and excluded if those benefits are portable and provided regardless of migratory status.

It is widely recognized that migrant workers are major contributors to social and economic development. However, they face challenges in accessing social protection, including health care and income security, be it because of their status or nationality or due to the insufficient duration of their periods of employment and residence.

In addition, the lack of agreements between institutions and countries may prevent migrant workers and returnees from maintaining their earned benefits, particularly long-term benefits like invalidity, old-age and survivors.

Social protection systems must include nationals and migrants, and ensure that benefits earned in one country (e.g., pensions) are portable and accessible in other countries. To fulfil this, bilateral, regional, and multilateral social security agreements are needed, as well as data sharing about benefits, healthcare, pensions and more.
