OBJECTIVE 15 - ACCESS TO BASIC SERVICES
Provide access to basic services for migrants
Migration contributes to positive development outcomes and to realizing the goals of the 2030 Agenda. However, migrants cannot contribute to society at their full potential unless their universal human rights, including access to basic services, are respected, protected and fulfilled.
Basic services fulfill basic human needs including drinking water, sanitation and hygiene, energy, mobility, health care, education, and information.
Migrants and their needs must be incorporated in national and local health care policies and plans, for example through culturally sensitive service delivery and reducing communication barriers. Migrants at every step of the migratory journey must be provided equitable and sustainable access to water and sanitation in all communities.
It is also essential to provide inclusive and equitable quality education to migrant children including early childhood development, formal and non-formal schooling, vocational training and more. This is key to ensuring access to basic services for all.
The access to services is the basis for also achieving other objectives, including objective 16 (“Empower migrants and societies to realize full inclusion and social cohesion”) and objective 17 (“Eliminate all forms of discrimination and promote evidence-based public discourse to shape perceptions of migration”). In order to plan for the provision of adequate services, decision-making processes must be inclusive and based on data.
Access to basic services, regardless of migratory status, promotes the rights of migrants, fosters their sense of security and helps their integration in local communities.
